The Philippines is leading the global conversation on women’s empowerment and gender equality at the 68th annual Commission on the Status of Women (CSW68) in New York City. This year, the Philippines holds the prestigious role of Chair, highlighting the country’s significant strides in advancing women’s rights.
A Seat at the Table: Advancing Gender Equality
Department of Budget and Management (DBM) Secretary Amenah Pangandaman, head of the Philippine delegation, addressed the CSW, emphasizing the Philippines’ commitment to gender-responsive governance. She pointed to the Magna Carta of Women, a landmark legislation promoting women’s rights and equality, along with the Gender Equality and Women’s Empowerment (GEWE) Plan 2019-2025, which provides a clear roadmap for achieving these goals
Investing in Women, Investing in the Future
The Philippines has placed significant financial resources behind its gender equality initiatives. Since 1995, all government agencies have allocated at least 5% of their budgets to support GEWE programs. In 2022 alone, $18.9 billion was dedicated to these efforts
Programs like the Pantawid Pamilyang Pilipino Program (4Ps) directly target women’s economic empowerment. This conditional cash transfer program prioritizes mothers, enabling them to invest in their families’ well-being, improving child health, education, and overall household stability. The program’s budget has grown exponentially, from $5.37 million in 2008 to a staggering $1.9 billion in 2024, reflecting its impact on Filipino families
Beyond Social Welfare: Building Business Acumen
Recognizing the crucial role of women entrepreneurs in the Philippine economy, the government offers support through initiatives like the Kapatid Mentor Me program. This program equips women with essential business skills through coaching, mentoring, and access to financing
Looking Ahead: A Gender-Responsive Future
While acknowledging the progress made, Secretary Pangandaman emphasized the ongoing fight for a genuinely inclusive and gender-fair Philippines. The Philippines is pushing for an amended Government Procurement Reform Act, promoting an inclusive procurement program to address gender gaps and enhance competition.
The CSW68, which runs from March 11-22, 2024, focuses on “Accelerating the Achievement of Gender Equality and the Empowerment of All Women and Girls by Addressing Poverty and Strengthening Institutions and Financing with a Gender Perspective.” The Philippine delegation, including representatives from various government agencies and civil society organizations, plays a vital role in shaping these discussions and advocating for a future where all women and girls can thrive.
