A traffic enforcer was caught on video on August 18 while going berserk in Calamba City, Laguna, threatening and verbally exchanging insults with a bus driver.

Reports identified the traffic enforcer as Melchor Caballes, a traffic enforcer of Calamba City Traffic Management Office, while the bus driver was Rolando Fadrigalan.

The quarrel apparently started when Caballes was trying to get Fadrigalan’s license for a traffic violation, which the latter found unreasonable.

The video showed an enraged Caballes who was throwing his helmet, taking off his shirt, and even pushing his own motorcycle to the ground.

The conductor of the bus was holding off Caballes and Fadrigalan whenever they come near each other.

In the video, passengers on the bus were telling them to stop, and then asked the driver to close the door as Caballes was threatening to board the bus.

The two continued to hurl words against one another. Fadrigalan tried to drive off the bus, but Caballes stood in its way, still angered.

The exchange went on until a person in red, appearing to be policeman, went in between the bus driver and the traffic enforcer. After a few moments, the traffic enforcer put his shirt back and immediately took off on his motorcycle.

From the video, Caballes is said to smell of alcohol, indicating that he maybe under its influence.

The amateur video posted on YouTube was shot by a passenger and came out online more than a week after Philip Morris human resource manager Robert Blair Carabuena was caught on video hitting Metro Manila Development Authority (MMDA) traffic enforcer Saturnino Fabros.

Carabuena became a target of negative feedback and attacks when the video went viral. Recently, he issued a public apology, but officials said he still has to face the complaints filed against him.

The latest encounter in Calamba between the MMDA and the motorist has gone viral as well with over 173,000 views as of posting time.
