National Capital Region Police Office (NCRPO) chief Director Carmelo Valmoria has ordered a manhunt for seven of the eight policemen tagged in the P1.2-million EDSA “hulidap” incident after the suspects escaped while under restrictive custody of the Quezon City Police District (QCPD).

NCRPO chief Director Carmelo Valmoria ordered the arrest of Senior Inspectors Allan Emlano, Oliver Villanueva, and Marco Polo Estrera; Senior Police Officer 2 Ramil Hachero, and Police Officers 2 Eronn Decatara, Weavin Masa, Jerome Datinguinoo, and Mark de la Paz.

Judge Carlos Valenzuela of the Mandaluyong City Regional Trial Court Branch 213 issued a warrant of arrest for the suspects last June 1 but only Emlano was turned over to the custody of the court.

Villanueva disappeared after he turned himself in to the Criminal Investigation and Detection Group (CIDG) while the others escaped while in QCPD custody.

Valmoria called on the public to report the presence of the policemen to the nearest police station as they are ““armed and dangerous.”

The seven fugitives along with Emlano and two others were charged with kidnapping and serious illegal detention for illegally arresting and extorting P1.2 million from Samanodin Abdul Gafur and Camal Mama in September of last year.

The victims were illegally apprehended on EDSA and brought to the La Loma police precinct, where the police officers stripped them of their cash and valuables.

Two of the suspects, Chief Inspector Joseph de Vera and Police Officer 2 Jonathan Rodriguez, were arrested after they were identified when pictures of the incident went viral on social media.
