Three policemen tagged in Chinoy kidnap-slay case

A closed-circuit television (CCTV) video has implicated two policemen in the kidnapping and murder of a Filipino-Chinese woman, whose decomposing body was found in Laguna last Thursday (February 23), the Philippine National Police said.

PNP Spokesperson Chief Supt. Agrimero Cruz said Police Officers 1 Otelio Santos and Jifford Signap, both of the San Pedro Municipal Police Station, along with arrested suspect former police Reginal Santiago, were captured on CCTV onboard Lea Angeles Ng’s silver Toyota Prado, which was abandoned at the parking lot of Walter Mart in Carmona, Cavite.

Cruz said several witnesses positively identified Santos, Signap and Santiago as the ones who drove the vehicle to the parking lot.

Cruz said suspect Santiago has tagged Supt. Rommel Miranda, the Deputy Chief of the Communication and Electronics Service of Police Regional Office 7 in Cebu City as also involved in the abduction and killing. A former spokesperson of the NCRPO, Miranda was not in the CCTV video.

Ng, the wife of an executive of the Gaisano chain of department stores, went missing on January 20. Santiago led investigators to San Vicente village where Ng’s body had been dumped.

Cruz said Santiago has been charged before the Department of Justice with kidnapping-for-ransom with homicide and illegal possession of firearms. Santos and Signap have gone missing.

Meanwhile, Miranda has been reassigned to the Personnel Holding and Accounting Unit in Camp Crame to ensure his availability to face further investigation. Miranda issued a statement saying he was set up and that he intends to clear his name.
