PNP Forms Specialized Units to Combat Kidnapping and Disinformation

The Philippine National Police (PNP) has launched two specialized committees — the Joint Anti-Kidnapping Action Committee (JAKAC) and the Joint Anti-Fake News Action Committee (JAFNAC) — to strengthen its efforts against organized crime and disinformation.

PNP Chief Gen. Rommel Francisco Marbil said these initiatives align with President Ferdinand Marcos Jr.’s Bagong Pilipinas vision, focusing on public safety and truth in information.

JAKAC, led by Lt. Gen. Edgar Alan Okubo, will target kidnap-for-hire syndicates. Its creation follows the resolution of the high-profile kidnapping and murder case of businessman Anson Que. Meanwhile, JAFNAC, headed by Lt. Gen. Robert Rodriguez, will combat the spread of fake news, particularly recent viral but false reports of alleged kidnappings.

“These committees are proactive responses to modern-day threats,” Marbil said. “We will not allow deception or crime to endanger the public.”

The creation of these committees brings several key advantages. With dedicated leadership and focus, JAKAC is expected to enhance the PNP’s ability to handle kidnapping cases swiftly and efficiently. At the same time, JAFNAC aims to restore and protect public trust by actively countering false narratives that can incite panic or fear. Both bodies support the government’s goals of transparency, accountability, and proactive policing.

However, challenges remain. The fight against fake news, while necessary, must be carefully managed to protect freedom of expression. There are also concerns about adequate funding, resources, and manpower to sustain these operations effectively. Furthermore, public awareness and engagement will be crucial for the success of both initiatives.

Stronger coordination with other agencies, digital platforms, and media outlets will also be essential to address the complex and evolving nature of kidnapping and disinformation. Marbil emphasized that a secure and well-informed citizenry is vital for national development — and these committees are a step toward achieving that goal.
